As far as I know, most people actually make their own flag bags, which, I hear, is not hard to do. As for manufactured ones, maybe try Bandshoppe.com? They have many different equipment bags... a weapons bag might work for you as well.

I have a pre-made flagbag (for long flags though, not the short ones) and it's hard for me to carry the bag since it is way longer than i am tall. I always have to carry it parallel to the ground which makes walking around hard and I always smack somebody with the bag when I turn. Is there anyway that I can make my own bag with special straps to make the flagbag easier to handle?

(should this be a separate post on its own?)
