Fixing marching letters/shields

A school I work for has some nice letters/shields but they are in poor condition. It's a metal shield with the letter popping out from the shield with sequins attached.

First, the paint is chipped off and needs to be completely redone. Any recommendations to do it myself? If I strip it all down, and then try to use the paint used on cars do you think the shield could hold it? Or was there an easier way to redo the paint...?

Also, the sequins were originally attached with wood glue, and now I have to re-do them because of the brown discoloring of the glue. Should I buy the expensive glue especially or that purpose sold on peacock marching website or is there another alternative that won't seriously damage the plastic of the letter.

There are some auto body shops around Visalia that can really do the paint for you, or consult with a sign-maker. Porterville signs does exceptional work. 8-)
