NCBA classifications

I have a bet going with someone and was hoping that someone knowledgeable here could provide some context. Does anyone know how or why NCBA's winter guard and percussion classifications, from highest to lowest level, are named "open," "scholastic," "advanced," "intermediate," and so forth, rather than world/open/A like most other circuits? Would love to hear from folks who were around when the circuit started.
