Budgeting for winter percussion and winter guard

I'm wondering how other California booster clubs budget for their winter seasons. We currently have 3 budgets, fall marching, winter percussion, and winter guard. Fees for WG and WP include salaries, supplies, trips, equipment. We pay all staff salaries for 9 months and 3 months of staff salaries are included in the winter season budget development.

Are there any groups that cover salaries on an annual basis whereby the cost is spread out to all members? If so, are there any complaints by marching band parents who have to pay for winter percussion/winter guard staff salaries when they are not receiving a benefit from that program, i.e. do not have a student in either of those two winter programs.

Any input/suggestions would be greatly appreciated.
